use the Internet for IAS Exam preparation

The world is becoming tech-savvy. The IAS Aspirants cannot be left behind. While the old fashioned way of reading the textbooks is still essential, one cannot ignore the online world. The internet is an ocean, but if you lay your nets properly, the catch will be huge.
The internet is not a substitute to any resource or activity that is traditionally done as part of preparation. But it is a good enabler. The Internet can be used for information collection, interaction with fellow aspirants, updating of knowledge, source of reference, a means of gossip and finally to know your results.
Let us now discuss the various aspects of preparation that can be enhanced by use of internet.
“The Newspaper is the UPSC bible in installments”. This is a quote attributed to the Author. No one can deny the importance of reading (read taking notes from) the Newspaper. I would say that its not reading but actually studying the relevant news in the paper for the purpose of the examination.
There are two types of newspapers in the online world. One is the online edition of a newspaper viz. www.thehindu.com . The other type is the epaper in which the regular newspaper is converted to the digital image format. Its exactly a replica of the physically printed newspaper. For example: www.epaper.indiatimes.com .
In both editions the news articles are the same, but their classification and presentation are different. The news articles are to be read and notes are to be taken from them. Some newspaper sites provide the option to email an article or newsitem or to clip it for future reading. However too much of clipping will make it unmanageable. For the purpose of exams it is better to read one article and take notes than clipping a hundred articles.
It is here that sites like www.GsCurrentAffairs.blogspot.com help in reducing the effort taken to read and take the notes by providing the notes in an easily digestible format. Alternatively one can copy paste the relevant lines of an article and compile them in a MSWORD file. One can call it the “enotes”.
In the Hindu Online edition, the news is published under various sections namely the Front Page, Nationals News, Internationals News, Opinion, Business, Business, Sports sections. Apart from these regular sections the Science and Technology and Magazine are two supplements that need to be focused upon.
Similarly in Magazines, Frontline has an online edition in which one can read the articles and collects ‘enotes’ as mentioned above. The Frontline also has a free digital download facility of the issues. Some magazines like the Economic and Political Weekly (www.epw.in) which is not easily available on the stores can be read online without any charge.
Getting used to reading in the online format is a bit difficult in the beginning. With little patience one gets used to it. Ofcourse all these activities require an internet connection. There are many more to increase study efiiciency. More of it in subsequent articles.

UPSC civil services : Answers to all your Doubts

Application Procedure
The Application Procedure for the Civil Services Examination is pretty simple. Electronically scannable Application Forms along with the Information Brochure can be obtained from the designated Head Post Offices / Post Offices throughout the country. The duly filled in Application Form with the acknowledgement card should be sent to – Secretary, Union Public Service Commission, Dholpur House, New Delhi – 110011. For more details regarding Syllabi, Examination Centres and other clauses, interested candidates are advised to check UPSC’s Notification issued during December in ‘Employment News’ and all major newspapers.
    Academic Eligibility for IAS Exams
  • A degree of any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be a Deemed University under the UGC Act, 1956, or an equivalent qualification.
  • Candidates who have appeared or intend to appear for the qualifying examination and are awaiting results are also eligible to appear for the Preliminary Examination. All such candidates who qualify to appear for the Civil Services Main Examination must produce proof of having passed the said examination along with their application for the Main Examination.
  • The UPSC may in exceptional cases treat a candidate without the foregoing requisite qualification as an eligible candidate if he / she has passed an examination conducted by other institutions, the standard of which justifies his / her admission in the opinion of the Commission.
  • Candidates with professional and technical qualifications recognised by the Government as equivalent to professional and technical degrees.
  • Candidates who have passed the final year of MBBS or any Medical Examination but are yet to complete the internship can also appear for the Main Examination. However they must submit along with their Main Examination application, a certificate from the concerned authority of the University / Institution that they have passed the final professional medical examination. At the Interview stage they must then produce a certificate from a competent authority that they have completed (including internship) all the requirements for the award of the Medical Degree.
Other Eligibility Conditions for IAS Exams
(1) Nationality
i. Only Indian nationals are eligible for IAS and IPS.
ii. For other services a candidate can be either of the following:
    a. a citizen of India, b. a subject of Nepal, c. a subject of Bhutan, d. a Tibetan refugee who came over to India before January 1, 1962 with the intention of permanently settling in India, or e. a person of Indian origin who has migrated from Burma, Ethiopia, Kenya, Malawi, Pakistan, Sri Lanka, Uganda, United Republic of Tanzania, Vietnam, Zaire or Zambia with the intention of permanently settling in India. Candidates belonging to either categories of b., c., d. or e., must produce an eligibility certificate issued by the Government of India. Those who belong to either of b., c., or d., categories are not eligible for appointment to the Indian Foreign Service.
(2) Age Limit
i. A candidate must have attained 21 years and not be over 30 years on August 1 of the year of examination.
ii. The upper age limit is relaxed in specific cases as mentioned below:
    a. upto a maximum of 5 years if the candidate belongs to SC/ST. b. upto a maximum of 3 years if the candidate belongs to Other Backward Classes. c. upto a maximum of 5 years if the candidate had been domiciled in Jammu & Kashmir during the period between January 1, 1980 and December 31, 1989. d. upto a maximum of 3 years in the case of Defence Services personnel disabled during hostilities with foreign countries or in a disturbed area and consequently released. e. upto a maximum of 5 years in the case of ex-servicemen including Commissioned Officers and ECOs / SSCOs who have rendered at least five years Military Service as on August 1 of the year of examination and have been released:
  • on completion of assignment (including those whose assignment is due to be completed within one year from August 1 of the year of examination) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or
  • on account of physical disability attributable to Military Service, or
  • on invalidment.
f. upto a maximum of 5 years in the case of ECOs / SSCOs who have completed an initial period of assignment (5 years Military Service) as on August 1 of the year of examination and whose assignment has been extended beyond 5 years. Such candidates will have to provide a certificate from the Ministry of Defence stating that they can apply for civil employment and they will be released on a notice of 3 months, upon selection, from the date of receipt of offer of appointment.
g. upto a maximum of 10 years in the case of blind, deaf-mute and orthopaedically handicapped candidates.

Job Prospects :

Depending upon his rank, a candidate is recruited to services such as the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS) and other departments including Finance, Post and Telegraph, Revenue, Secretariat and so on. The appointment offers executive power. Promotions are time bound and increase in privileges are automatic. Selected candidates are first put through a training session for a short period. He is usually sent to an academic staff college associated with the service to which he is allocated. The greatest thing about civil service is the job security. Special facilities include subsidised accommodation, telephone and transport facilities, medical benefits, leave travel concession, etc. After retirement, there are very good social welfare facilities. Last but not the least is the immense satisfaction one derives at being able to participate in the development process of the country.

Remuneration :

The Government of India has fixed salary grades for Civil Servants. Approximately the range of salaries drawn at various levels is as follows:
Junior Officers: Rs. 8000-275-13500
Senior Officers: Rs. 10650-325-15200
Junior Administrative Grade: Rs. 12,750-375-16,500
Selection Grade: Rs. 15,100-400-18,300
Additional Secretary: Rs. 22400-525-24500
Secretary/Cabinet Secretary: Rs. 26,000/30,000
(The above scales only provide an idea of the pay scales. Different branches of the service have different scales of pay.)
In addition to the salary civil servants receive various allowances such as Dearness Allowance, City compensatory Allowance, Leave Travel Allowance, Medical and subsidised housing.

Students often have doubts at the time they begin IAS preparation for the IAS exams. But before they can start any preparations they are siezed by a number of questions. Here we address some of those questions that arise while you prepare for the IAS exams.

Q1. What is the restriction on number of attempts in the Examinations?

Ans. Number of attempts – General-4, OBC-7, SC/ST- No restriction

Q2. Is there any relaxation in number of attempts for physically handicapped?

Ans. No. However physically handicapped candidates belonging to SC, ST and OBC categories will be eligible for relaxation in number of attempts provided to such categories.

Q3. Can a candidate who has completed his education from an open school/ University apply for Commission’s Examination?

Ans. Yes, provided it is a recognized University and he possess the educational qualifications prescribed for the exam and is otherwise eligible.

Q4. Whether a candidate belonging to a community included in the OBC list of states but not in the Central list of OBCs is eligible for age relaxation, reservation etc. for Commission’s Examinations?

Ans. No. Only candidates belonging to communities which are included in the Central list of OBC’s are eligible for such concessions.

Q5. Can a candidate choose an optional subject, which he has not studied at graduate/PG level?

Ans. Yes.

Q.2. Is it necessary for a candidate to take the same optional subject in the Main Exam, which he had taken in the prelims Examination?

Ans. No.

Q.3. If a candidate has applied for the CS (P) Examination but has not appeared at any paper in the CS (P) Examination will it be counted as an attempt?

Ans. No. An attempt is counted only if a candidate has appeared in at least one paper in CS (P) Examination.

Q4. Is a candidate who has done his graduation without passing class X and class X11 eligible for Civil Service Examination?

Ans. Yes.

Q.5. Can a candidate write different papers of Civil Service (Main) Examination in different languages?

Ans. No, Candidates have the option to write their answers either in English or in any one of the Eighth schedule languages.

Q.6. Can a candidate write the Civil Service (Main) Examination in English and take the interview in Hindi or any other Indian language?

Ans. If a candidate opts an Eighth schedule language for the CS (Main) Examination he will have the option to take the interview in same language or in English.

Q.7. How to choose a subject?

Ans. Normally one should select optionals, which one is familiar with, or has at least studied till the graduate level. If you are not comfortable with the subject, you should not select the subject as an optional. But the choice should not only be as per your interests but also be baed on the study material available. Even science and engineering students take up subjects like history, sociology, anthropology, grography, political science, psychology and public administration because there is a huge amount of study material available in these subjects. Also keep in mind that you may have been proficient in a subject, but lack of touch may make it tougher to crack technical subject where freshers may do better. The competition is among the people who have opted for the same subject. One should top in his/her subject to succeed in the examination. The Point is, if you are an electrical engineer with 2 years of experience go for a new subject like pub adm or sociology.
Analyse the syllabus of previous years and the question papers, and analyse past trends. Get some feedback/advice from seniors and fellow students who are well versed in the subject. Remember no subject is bad. History is good if you can spend more than 4-5 hours everyday. Geography is a good option if you can spend at least 4 hrs every day. Pub Ad, more than 3 hours. Sociology, more than 2 hours and so on…. So, it all depends on how much time you can spend a day and your liking of the subject. You have a very good memory then a technical subject may help else a social subject would be better. Lastly look for overlap in subjects like, sociology and pubad; history and political science etc.

How to prepare
These changes are not at all mind boggling. They can be tackled with élan if thoughtful inputs goes into the preparation. And here comes the role of coaching institutes. Quality education to IAS aspirants will be of paramount importance in their preparation. What an individual candidate can accumulate in a year or so, institutes can make the candidate assimilate in a couple of months.
Also, to add to our discussion, these changes in the syllabus are also beneficial to the aspirants in some way. Like, as Geography is tending to become multi-disciplinary it would provide more coverage for general studies. Under the supervision of the IT Modernization Project Manager, or his delegate, the incumbent is responsible for the
following tasks:
Main duties:

(a) overseeing the implementation of SDL Trados translation software in the Brands and Designs Division, in particular
leading the design, development and implementation of a translation management system aimed at facilitating the

Education:

Experience:
Demonstrated experience in leading projects involving the implementation of SDL Trados.
At least 9 years of professional experience in translation services and translation technology, including 5 years of managerial experience in design, implementation and supervision of translation tools and processes.
Skills:
Extensive knowledge and demonstrated experience of the SDL Trados suite of translation technologies. Knowledge of other translation memory, terminology and translation management tools would be an advantage.
Languages:
1/2Excellent knowledge of English. A good knowledge of either French or Spanish.

DUTIES AND RESPONSIBILITIES
The Tourism Trends and Marketing Strategies Programme is responsible for providing up-todate analysis and research on tourism trends and forecasts, for identifying and disseminating expertise on effective and innovative marketing strategies and techniques, and for assisting Members in these fields.
Under the supervision of the Manager of the Tourism Trends and Marketing Strategies Programme, the incumbent shall carry out the following main duties:
- identification, compilation, analysis, research, study and production of relevant statistical data and qualitative information on short- and long-term trends, forecasts, destinations and source markets, tourism products and segments

Organizational Setting
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.
The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C, for the implementation of verification activities around the world, and three Support Divisions:
(i) Division of Concepts and Planning,
(ii) Division of Information Management, and
(iii) Division of Technical Support; and the Office of Safeguards Analytical Services.
The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.
The Division of Technical Support is responsible for the development and implementation of the Department’s equipment systems.
The Remote Monitoring Unit (RMU) is responsible for implementing and maintaining the infrastructure for remote data transmission of safeguards data and is located in the Section for Surveillance, Seals and Remote Monitoring (TSR) in the Division of Technical Support.
Main purpose
Reporting to a Unit Head, the Remote Monitoring Engineer leverages considerable networking expertise and application development skills to program remote monitoring software, improve the remote monitoring infrastructure and install and upgrade remote monitoring systems in the field.
Role
The Remote Monitoring Engineer is: (1) a project manager, initiating, planning, executing and controlling agreed work; (2) a developer, performing relevant engineering disciplines either as a leader or a member of a team; (3) a resource for the Section, taking part in various activities as required, such as quality assurance and continuous process improvements.
Partnerships
The Remote Monitoring Engineer works closely with colleagues from the TSR and TAU sections. He/she would also be expected to liaise with other SG or external R&D organizations� staff.
Functions / Key Results Expected
Develop remote monitoring systems to improve communications and data transfers from remote facilities.
Carry out requirements analysis and design of software systems and develop custom applications for remote data transfers, monitoring, and state of health (SoH) analysis.
Design, test, and implement various network configurations using the latest firewall, VPN (Virtual private network), routing techniques, etc. to enhance the existing TCP/IP-based RM infrastructure.
Ensure the reliability and availability of Safeguards remote monitoring data repositories on a 24/7 basis and ensure that the system meets the performance criteria.
Provide expert advice and support to the Operations Divisions, including the provision of field support during inspections and instruction on the use of instruments, methods and techniques, and writing network/system operation procedures.
Knowledge, Skills and Abilities
Networking experience to include extensive knowledge of TCP/IP, routing protocols, VPN, firewalls, telecommunications and IT security techniques.
Thorough understanding of software engineering processes and the software engineering life cycle.
Disciplined, methodical approach to requirements analysis and system design.
Thorough knowledge of Web programming (Javascript, PHP, PERL, HTML) and knowledge of one or more of C/C++/C#, Java, XML, OScript.

Education, Experience and Language Skills
University degree or equivalent in communication, electronics, computer engineering, physics or associated disciplines.
At least 5 years of experience at international level, in systems engineering or data communication, preferably in the nuclear field. Experience with Safeguards equipment support or a related field of work would be highly desirable.
Fluency in written and spoken English essential. Knowledge of German is preferable. Knowledge of other official languages of the IAEA (Arabic, Chinese, French, Russian, or Spanish) is desirable.
Remuneration Package
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 018 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $34 451*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks’ annual vacation, home leave, pension plan and health insurance.

Duties / Responsibilities
In the Strategic Planning and Membership Department, under the supervision of the Head of Communications and Partnership Promotion Division, the incumbent will performs the following duties:
Translate ITU strategic goals into creative, effective AV content and delivery across all appropriate platforms in order to promote better understanding of, and engagement in, ITU’s activities. Provide advice on the need for further coverage of specific programmes and topics and how AV strategy can be improved.
Responsible for high-end video features and programmes of varying lengths. Conceptualize, storyboard, film and edit a variety of AV styles: documentary, news clips, promotions films and commercial spots. Design, create and deliver new and effective communications products and services.
Direct production of video programmes on the activities of ITU, primarily for television and websites. Find and select images and negotiate rights for the distribution of content.
Organize and direct the shooting; conduct interviews with experts and apply technical and specialized skills in audiovisual production for interviews/discussions in studio conditions, using teleprompter when required. Apply special effects video software needed to assemble promotional clips.
Select, organize and direct talent as necessary.
Responsible for post-production using non-linear offline editing on Final Cut Pro, special effects, audio editing and other software.
Responsible for the management of archives and maintain equipment in good working order and make suggestions for upgrades.

Qualifications required
Education:
Advanced university degree in journalism, filmmaking or communication with courses in cinematography and television production or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. Technical training in video production is required. Technical training in photography would be an asset.
For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
Experience:
At least five years of progressively responsible experience in video production and photography or related field, including at least two at the international level. Media relations experience would be an asset.
A Doctorate in a related field can be considered as a substitute for two years of working experience.
Languages:
Excellent knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish), and very good knowledge of a second official language. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Sir Jamsetjee Jeejebhoy School of Art, or J.J.School of Art is one of the oldest art schools in India founded in 1857 in Mumbai by Sir Jamsetjee Jeejebhoy. It was first instituted to take up drawing classes and the classes were held in Elphinstone Institution. Eligibility

The candidate needs to have passed Intermediate Drawing Grade Examination of Directorate of Art, Maharashtra State (This does not apply to foreign candidates, who instead need to appear for Entrance test for first year). The candidate should pass an Entrance Aptitude Test conducted by the College.
  1. There would be a common entrance test for the six degree courses mentioned above. The structure of the entrance test will remain as follows: XIIth Standard aggregate total 50 per cent of the actual percentage Intermediate Drawing Grade – ‘A’ Grade 10 marks ‘B’ Grade 5 marks ‘C’ Grade – Nil. Entrance Test – out of 40.
  2. The result of the entrance test will be declared and put only on the notice board of this institute.
  3. Candidates appearing for the entrance test should declare their preference on the application form by putting tick mark in the box shown against the degree course. Without this preference the application will be treated as invalid. Candidates at their option may put tick mark against as many courses they wish. Admissions, however, will be considered on purely merit basis.
  4. Prescribed application form duly filled in must be submitted to the office of the Dean, within seven days from the date of declaration of HSC result of this State.
  5. The result of the entrance test will be declared separately for each degree course and according to the merit secured by the candidates at the entrance test.
  6. This admission will be purely provisional and it will be confirmed by University of Mumbai in due course. This provisional admission should be taken by the candidate within the specific period declared on the notice board to pay the fees and submit the required certificate in original with attested photocopies. After this specific period no candidate can claim for the specific degree course.

  1. A student from another Board/State will be required to produce a Certificate of Eligibility from the Registrar, University of Mumbai for the purpose of admission to the BFA/MFA degree course. Candidates are advised to obtain Certificate of Eligibility. MFA Painting
  1. Candidate for being eligible for admission to the Master of Fine Arts (Painting) degree course must have passed the examination of this University or an examination of another university recognised by Mumbai University as equivalent thereto.
  2. The admission to the course will be made purely on the merits of the candidate at the qualifying examination and on the performance of the candidate in an interview to be held by the Dean. Every candidate for the MFA Degree shall have to register as a post graduate student of the university. The duration of the course for the Degree of Master of Fine Arts (Painting) by papers shall be two academic years.
  3. A student from another Board/State will b required to produce a certificate of Eligibility from the Registrar of Mumbai University for the purpose of admission to the MFA Degree Course. Candidates are advised to obtain the certificate of eligibility.
  4. A student who has studied in this institute in the previous year but fails to take admission on or before commencement of the first term of every academic year will lose his/her claim for the seat and vacancies will be finalised by giving admission on the basis of the application received in time.
